I am able to build same port on 11-2-release.

The port was marked BROKEN by the following commit on Dec 10 22:16:20 2018 UTC:


and, after no one addressed the problem in 6 months, removed by the following commit on May 9 15:03:38 2019 UTC:


I think you will have to go investigate these links, and possibly the build error logs on the cluster, to figure out why this happened.
