redmine's patch file.

According to /admin/info on redmine 3.4.11.stable/amd64-freebsd12,
there is a issue that "Plugin assets directory writable issue(./public/plugin_assets)" is NG.

Oops, this was already been addressed. But not worked.
I'll retry to fix this issue.

www/redmine (3.x) expired today, does this also occur on www/redmine4 ?
