Looks like openntpd-portable has a new release, as of 2019-04-15:

Note that the latest release mentioned on http://www.openntpd.org/ and found in https://ftp.openbsd.org/pub/OpenBSD/OpenNTPD/ is 6.2p3.

I asked Brent Cook, who maintains OpenNTPD-portable, and he didn't actually announce release for 6.5p0 due to some problems with it actually setting the time when he was testing on Linux. In fact, he says, that tag in git should probably be removed.

In summary, there is no new upstream release.
