New port that will distribute prerelease packages provided by Resilio support.

We have net-p2p/rslsync and it is 2.7.0, do we really need a 2.6.x -beta version in ports tree?

As of right now I have no newer beta builds available, yet for half a year this ports was the source of "fixed" binary. As upstream sometimes distributes beta builds intended for testing or debugging it's better to have separate port to not break the version history of the original port.

Right now it's probably better to flag port as outdated or just skip adding it for now. The only thing I'm concerned of is that adding new port can take half a year, while updating existing port is quite fast.
