usage and man page patches

Make man page and usage() output match.

"jail -e" was not intended to take jail name as additional argument.

Since "jail -e" is so different from what jail(8) normally does, I think its synopsis would be better placed at the end of the list.  Also, [-qv] doesn't apply since those flags only matter when an action is taken.
