irc/psybnc: update Makefile

Port has been marked as broken ( unfetchable ). I tested port: it's downloadable and able to build.

No, it really does not fetch anymore:

rene@e17:/usr/ports/irc/psybnc % make MASTER_SITE_BACKUP= TRYBROKEN=yes checksum

Trying build of psybnc- even though it is marked BROKEN.

=> port manually into /usr/ports/distfiles/ and try again.

That's after waiting for a minute on an otherwise fine connection.
