Update devel/subversion to 1.14.0

This patch updates devel/subversion to 1.14.0.

This is not enough, as it doesn't update all addons ports, and devel/py-subversion need even more additional work due to transition to python3 (and some additional patches due to bug in 1.14.0 configure script).

I'm working on it right now, and now I'm waiting for fixes in pre-commit hooks to allow addition of `devel/py3c' port which is requirement for subversion 1.14.0 python bindings.
