As far i know (I was pointed to fix all my libretro cores in the past), libretro-ppsspp should be in games instead of emulators.

It's an emulator.  What else goes in emulators/ ?

I totally agree with you, but when I did that with all the libretro cores I maintain, they make me change to games because it was 'right'. And if you look closely, there's also a lot other emulators there, so in the end I don't know what is right anymore.
