www/surfraw patch adding all files to the tree

I used a copy of the port from before it was deleted in ports r534093 and updated the port for the new version and project links. The attached diff adds the port, but, I will also provide a diff showing the changes from the previous version of the port.

Unfortunately it seems this project didn't attract interest from committers in 2 years.
