[patch] remove SIGCHASE - no longer part of the upstream code

sigchase was removed in bind 9.12 (see also "delv(1)")

(and the code does not reference DIG_SIGCHASE any longer.)

This probably merits a PORTREVISION bump since the option removal affects the package meta data.  I leave that call to a committer.

Timur, you can remove that from CONFIGURE_ENV for dns/samba-nsupdate as well.  I can open a new bug if you like.
