gdal 3.1.2 with options default

graphics/gdal: Update to 3.1.2

 * Update to 3.1.2
 * Add very useful options (long standing issue https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=224004)

  * testport: OK (poudriere: 11/12/13 i386/amd64)
  * tested with graphics/qgis and databases/grass7

Hi Loïc,

Many thanks for the patch. 

I just tested it on a real life box with some test projects within QGIS and SAGA GIS and it seems to work as expected.

Very nice to have the needed options enabled by default now!

I close it, since gdal is updated to 3.1.3 without theses options.
