www/mod_evasive24 port

I created port www/mod_evasive24
Especially for latest apache24 version.
New module fully support apache24 (only) log format and can be easy used as apache24+mod_evasieve24+fail2ban

Old module (mod_evasieve) has bugs and no properly write apache24 vhosts log messages.

This (mod_evasive24) tested with apache24+php73-fpm

Does this work with PHP80?

I haven't tested with php80. The module does not depend on the version of php and does not depend on it at all. Should work without php, directly with apache.
