Apple's USAC decoder (at least in Catalina and Big Sur) handles time-differential coding incorrectly and as a workaround use frequency-differential coding instead. The issue is tracked as FB8928108 at Apple

Compile and tested on FreeBSD 13.0-CURRENT #0 r367711 (amd64)
