FreeBSD 12.2-RELEASE, gnome3-lite installed, then try to install gnome-terminal and it fails to launch.

GNOME Terminal requires a UTF-8 locale to work. Please see https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=195394#c19.
