I want to connect smartphone of android 11 via adb.
Current adb of 29.0.6 cannot connect to android 11.

Abandoned WIP (fails to build)

I've tried to update to 30.0.0 a few months ago but gave up due to many build issues. Here's a diff for reference/ideas.
