Port of cloudprober v0.11.1

Introduces Google's Cloudprober (https://cloudprober.org/) to the ports tree.
Cloudprober is an active monitoring system written in Go that integrates with cloud-native observability tooling like Prometheus by exposing metrics as an exporter.
This port uses a 'cloudprober' user and group, a registration for those in the 'UIDs' and 'GIDs' files is included in the attached diff.

Git-based diff, newer version: 0.11.2

Updated Cloudprober to 0.11.2, added a pkg-message and based the diff on Git (goodbye SVN!)
