Browsing the Handbook in search for the developer keys:

Page:

link "PGP Keys" points to:

https://docs.freebsd.org/doc/en_US.ISO8859-1/articles/pgpkeys
Server responds with 404.

The correct target may be:
https://docs.freebsd.org/en/articles/pgpkeys/

Please verify.
