japanese/spamassassin/* & patch file for mail/spamassassin/Makefile

This was created by a different author than the deleted port of the same name.
The Makefile for mail/spamassassin, the master ports, needs to be modified in order to download patches from github, add dependencies and options.

Maintainer reset.

This patch was for spamassassin 3.4.2 to 3.4.6.
And it's gone.
