git format-patch for net/openntpd

Just updated the LibreSSL port to 3.3 branch. This now has a flavor libtls that installs libtls only.

Tested build with LibreSSL in base, and in vanilla 13.0 and 11.4 amd64.

I'm okay with the patch itself, obviously.

However, I don't understand the upgrade path. At the moment, most users of openntpd will have libretls installed, which conflicts with libressl@libtls. Do you intend to do a second pass where you remove security/libretls, with an UPDATING entry to replace libretls with libressl@libtls, and PORTREVISION bumps of the dependent ports?
