build failure

Hello,
I'm filing this bug to report that terraform is failing to build because it is unable to download tencentcloud-tencentcloud-sdk-go-v3.0.82_GH0.tar.gz file, as per attached log.

    sysutils/terraform: Fix fetch

    It looks like one of the distfiles is currently not available upstream.
    Let's host it no freefall for the time being as Terraform developers
    address this issue.

It seems to be an upstream issue. I'll host the distfile on the FreeBSD Project server. The Terraform developers will release a new version soon probably to address this problem.
