net/csync2: restore port

net/csync2 port was removed by https://svnweb.freebsd.org/ports/head/net/csync2/?pathrev=514600

However, the csync2 port is still relevant.

- upstream MASTER_SITES to GitHub;
- take maintainership;
- increased port version since removal;
- fixed dependency on net/librsync instead of deprecated net/librsync2
- fix portlint warning: LIB_DEPENDS don't specify the ABI version number .2
- fix portlint warning: LIB_DEPENDS the new format is libFOO.so;
