With OpenZFS in FreeBSD 13.0-RELEASE, I think the manual page should be found in the FreeBSD area.

The FreeBSD 13 zpoolprops manual page is in section 8 not 7:

man -w zpoolprops
/usr/share/man/man8/zpoolprops.8.gz

I don't know why ports is using a different section.

It is again in section 7 in FreeBSD 13.1.
