Patches for -client and -server ports

PostgreSQL 14 includes a new command-line tool:

pg_amcheck — checks for corruption in one or more PostgreSQL databases, https://www.postgresql.org/docs/14/app-pgamcheck.html

The ports for -client and -server do not build it. Attached patch is probably incomplete, but seems to work for me. The man page for pg_amcheck was already listed in pkg-plist-client.
