Patch for pcre2

Use upstream release archive which is significantly smaller in size
This is also recommended by Porter's Handbook instead of using USE_GITHUB
While at it, also switch PORTVERSION to DISTVERSION to follow Porter's Handbook more closely.

Tested on FreeBSD 13.0-STABLE #1 stable/13-n247248-fc1b69d0311 (amd64)

I guess I'll wait till 1.40 is released and apply your patch, there's nothing wrong with the current version as well. So let's keep this bug report opened for a while
