From within <https://cgit.freebsd.org/src/commit/?id=7453645f2a9411a3f9d982b768bcc323f41cf906> (2016-10-17):

<https://cgit.freebsd.org/src/diff/sys/modules/rtwnfw/Makefile.inc?id=7453645f2a9411a3f9d982b768bcc323f41cf906> in Makefile.inc the former requirement became a comment:

# FIRMWARE_LICENSE=	realtek

Possibly contrary to this, rtwnfw(4) states:

> For the loaded firmware to be enabled for use the license at
> /usr/share/doc/legal/realtek.LICENSE must be agreed to by
> adding the following line to loader.conf(5):
>
> legal.realtek.license_ack=1
