Availability of installation images for 13.1-PRERELEASE was announced on 2022-02-24 –

releng/13.1 branch was created a few hours ago –

I assume that 13.1-RELEASE can be added to Bugzilla some time soon. Thanks.

Comparison: bug 233536 shows 12.0-RELEASE added to Bugzilla (2018-11-26) prior to the release announcement (2018-12-11).
