I just installed 13.1-RC3. I went to the ports directory and did make install on a port. Did not install pkg or anything like that.

I did `make install` in www/darkhttpd. It went to install pkg, then finally errored saying "pkg-1.17.5_1 is already installed". If I run it again, it installs darkhttpd as intended.

I don't recall this on earlier FreeBSD versions, so I'm not sure where this bug is coming from.
