Update to 0.29.30

Update to 0.29.30, it is required by the update of py-numpy

If this can be committed and merged as soon as possible, it unblocks updating numpy to 1.22.4 (see bug 259637 depends on "Cython>=0.29.30"), otherwise we'll need to step through 1.22.3 first then to 1.22.4, as numpy ports version to latest contains a security fix, and are all exclusively maintenance bugfixes releases
