Patch for libpaper

Update URLs to new location
Enable "make test" (mandree helped debugging this)

Upstream refers to git log as "Changelog"

Compile and runtime tested on FreeBSD 13.1-STABLE #0 stable/13-n252834-a7766860e0f (amd64) (make, make test, make check-plist)
Poudriere testport OK 12.3-RELEASE (amd64)
Poudriere testport OK 13.1-RELEASE (i386)

Compile tested with following consumers using Poudriere bulk on 12.3-RELEASE (amd64):

This breaks xmlto, need to check what adjustments are needed.

Basically, if libpaper breaks interfaces, we should not care to use it. 
xmlto won't fix this, it's essentially unmaintained.
