This is no longer true. From <https://community.kde.org/index.php?title=FreeBSD%2FSetup&type=revision&diff=93266&oldid=91673> (2021-10-09): 

> We're advised that KDE software should – already – use libprocstat
> or another FreeBSD API; that proc is no longer a requirement.
