I sent an email to portmgr and they told me that removing it would be enough. It does not have to be replaced with anything. Problem solved :)

ports/LEGAL is for tracking the ported software, this mechanism has been removed. However, I feel that we can add the link of https://cgit.freebsd.org/ports/plain/COPYRIGHT , the copyright of the ports collection itself.
