Optionise INFO and MAN3

- Currently there is an OPTION MAN3 which cannot be easily disabled as those are directly connected with the info pages and so are the other manpages too. So rename the OPTION to MANPAGES and bring all other related INFO pages and MAN pages under the same umbrella.
- Remove some unnecessary REINPLACE_CMD which are no longer applicable or required.
- utilize OPTIONSNG targets where applicable.
