Updates the jails chapter of the FreeBSD handbook to refer to  FreeBSD version 14.0 instead of 13.2

I noticed recently when using some of the text in the jails chapter of the handbook that is intended for copying and pasting that it refers to FreeBSD version 13.2 instead of 14.0.  I thought it might be convenient for the text to refer to the current version by default, so I'm submitting this patch.  The patch changes most of the instances that say 13.2 to 14.0.  I left the section talking about minor point release upgrades alone, because there isn't a version 14 minor point release after 0 yet.  I didn't see something about this in bugzilla, so if I overlooked that information I apologize in advance if the patch duplicates existing work.
