vimiv-qt port

From the readme:
Vimiv is an image viewer with vim-like keybindings. It is written in python3 using the Qt5 toolkit and is free software, licensed under the GPL.

I am closing this new port submission because the upstream project vimiv-qt appears to be abandoned, with no commits in years. There has been no community interest or follow-up on this submission since it was filed in April 2024. Adding a port for unmaintained upstream software is not advisable.
