Scenario:
- FreeBSD 14.1 stable at a3a09bbf21dcd4f18b90e11023e0c26368bed4d2 with minor local changes

Result:
- /etc/mtree/BSD.root.dist sets /etc/ntp as 0700 root/wheel even though in /etc/rc.d/ntpd it is (should be) set to ntp/ntp

Expected result:
- /etc/mtree/BSD.root.dist should use the correct UID/GID for /etc/ntp
- It is not useful to set /etc/ntp to 0700 because it only contains the leap-seconds file, which is public knowledge

I'll take a look at this. On its surface, it seems like a problem.
