mailwrapper.8 and mailer.conf.5 patch

As per bug 275930, there is some confusion as to whether /etc/mail/mailer.conf or ${LOCALBASE}/etc/mail/mailer.conf takes precedence.

The attached patch clarifies that.

I don't think "override configuration" is very clear: "used in preference to /etc/mail/mailer.conf" would be better.
mailer.conf(5) has the wrong new date.
