To demonstrate:

# service jail console <jail>
# less /etc/passwd
WARNING: terminal is not fully functional
Press RETURN to continue

My version is 14.2-RELEASE-p2

It seems not a bug of FreeBSD, but a configuration issue related to your terminal.

That means that if run "jexec <jail> login -f root" I would get the same error, which is not happening.
