I think it is not a bug. When /etc/localtime is absent system timezone defaults to UTC. Just run tzsetup inside jail or copy relevant file as you suggested.

set up. but over time old. was set up many years ago.

The local time has to be installed as /etc/localtime in the jail (symlink to the correct timezone).
