Patch to update multimedia/ffmpeg3

Apply latest upstream patch from ppsspp-ffmpeg, which fixes game crashes in the PPSSPP emulator for the following games:

ULUS10213 - The Warriors
ULUS10435 - G.I. Joe: The Rise of Cobra
