change etc/smokeping_secrets.sample file permission

The files etc/smokeping_secrets and the sample file should not be world-readable.

However, when installing Smokeping, the following message currently appears on the webpage:
Software error:
ERROR: /usr/local/etc/smokeping/config, line 120: File '/usr/local/etc/smokeping/smokeping_secrets' is world-readable or writable, refusing it

Therefore, the file mode should be changed to 600 if it's a recommendation
