new port math/manifold

Create a new port math/manifold. 

This is to be used by new versions of graphics/blender

There was previously a port for this which was deleted, so entry in MOVED need to be removed. I was going to place this in devel but moved it to math as it was the previous location.

Please submit a git formatted patch
Use upstream release archive
Use cmake:testing
Tested in Poudriere and/or runtime tested?

revive port math/manifold

Following your tip on cmake:testing I found a way to get testing to work without a TEST option.

I see the use of shar files has been removed from the handbook.

I have run the tests building from ports and then built in poudriere 14.3 amd/i386
