Makefile with RUN_DEPENDS

Cardinal run_depends on xdg-desktop-portal in order to save/export projects. Without this, you will not be able to save or export anything.
Eventually, it could save time to notice to users that Cardinal has to be launch with dbus, or it will not be able to use xdg-desktop-portal service.
So, I modified the Makefile and add a pkg-message on this purpose.
