I've found that after upgrade of net-mgmt/rubygem-oxidized the net-mgmt/rubygem-oxidized-web is looking still to older version, because of dependency constraint. 

Quick and dirty fix is to execute the following 
sed -i '' 's/~> 0\.35\.0/>= 0.35.0/' /usr/local/lib/ruby/gems/3.4/specifications/oxidized-web-0.18.0.gemspec
