Hi Po-Chuan,

please update AWS-LC to 1.71.0 to obtain licensing updates.

While there, please update the port to run self-tests, the lack thereof hides two self-test bugs related to Peeking.  I have reported them upstream here → https://github.com/aws/aws-lc/issues/3141
