Update libsignal

Update libsignal and libsignal cli to newer versions. Closes https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=296023

Patches 1 and 2 are co-authored by satanist+freebsd@bureaucracy.de, minor modifications made.

Any reason to remove PLIST_FILES and create a pkg-plist file?

Can you put me on CC when there is an update to this port, I'll try to commit them in time.
