	vi started in readonly mode still makes the back-up copy on
	startup. This can be quite time consuming on big files (such
	as logs), etc. It should only create the back-up on user's
	attempt to change anything (switching into the usual mode).

Keith Bostic verified that this is a nvi problem and he 
does intend to fix it as soon as he gets done with some
