upgraded port directory

I would like to resurrect the port textproc/p5-texcount.
It is currenty removed (r534093) since 2020-05-05.

New dirname (proposed): textproc/texcount (*)
Version upgrade: 2.3 -> 3.2
Makefile/${MASTER_SITES}: fixed
Additions: DOCS option
QA: poudriere checked, no errors/warnings (13-CURRENT) (**)

(*) reason of renaming: texcount is a standalone perl script not a CPAN module

(**) port has licence LPPL13c which needs to be explicitly accepted during install. This fact will/might break automated CI tests too. I am not sure how to make Makefile to pass this quirk. Any help gladly welcome.

(***) Check with portlint:

FATAL: Makefile: URL "https://app.uio.no/ifi/texcount/download.php?file=" should end with "/" or a group name (e.g. :something)

Link is from official page:
https://app.uio.no/ifi/texcount/history.html

There might be a better structure in Makefile for these kind of URLs.
Any suggestion welcome.
