Hmm, I tried on Poudriere to build math/nlopt and science/pagmo2, also outside of Poudriere. On both, it builds and installs fine. So I can not confirm this problem here. I am wondering, why your build misses /usr/local/lib/python3.7/site-packages/_nlopt.so and /usr/local/lib/python3.7/site-packages/nlopt.py ... Do you use any 'special' settings in /etc/make.conf?
