With the FreeBSD Handbook, for example: 

1. <https://docs.freebsd.org/en/books/handbook/book/#_footnotedef_1>
2. observe the first of two footnotes near the end of the book
3. key Tab five or six times
4. observe items within the table of contents. 

Alternatively: 

1. <https://docs.freebsd.org/en/books/handbook/book/#top>
2. click within a non-linked area of the red header
3. press and hold the Tab key
4. it will take a long time to reach the table of contents.
