freebsd-update executes pager to display a blank list, which is not noticeable when pager is default (more) but is annoying if it is set to 'less'.

How-To-Repeat: PAGER=less freebsd-update fetch

This issue is still present in FreeBSD 11.1.

For bugs matching the following conditions:
